2.The United States Constitution divides power vertically (federalism) and horizontally (the separation of powers).  It also encourages the division of American society into a “multiplicity of interests” (Federalist Papers #10 & 51).  What is the reasoning or philosophy behind this?  What purpose/purposes does the Constitution seek to achieve by dividing the powers of government and society in this manner?  Do U.S. federalism and the separation of powers have any implications for the liberty of the American people?
