He used the timing to add moral force to the Unions campaign. This strengthens them both politically and militarily. He also waited until after a Union victory to make it appear less desperate. There were a number of factors that determiner his decision. Some of the key factors were lack of military success, hope that emancipated slaves might meet the army’s growing manpower needs, changing northern public opinion and the calculation that making slavery a target of the war effort would counteract sentiment from Britain.

President Lincoln hoped to gain black soldiers that were emancipated and growing support from the northing communities. The limitations on the Proclamation were vast. The Proclamation did not include states that did not secede from the Union. It only covered states that were still under confederate control. This historically was the first major step by the United States government to correct the wrongs that had been created by slavery.
