For our first graded Discussion Board, let’s dive into fantasy land and pretend that the EU — in reaction to the exist of the ungrateful British — have decided to extend an invitation to join to Serbia, Macedonia, Montenegro and Bosnia IF they can design a minimally adequate social welfare system for their respective citizens.  Recognizing that given the economic condition of each of these states, the EU is willing to provide some outside support and does not expect them to match fully the welfare packages in the average EU state but also expects that their choices of what to include and what to exclude will be carefully considered.

If you were to advise one of these countries, what would be your recommendations be to its government in terms of making those choices, and why?
